MatrixCare Joins Partnership for Medicaid Home-Based Care (PMHC)
MatrixCare is pleased to be one of the newest members of the Partnership for Medicaid Home-Based Care (PMHC). The Partnership was formed in 2015 and is comprised of home care providers, industry associations, MCOs and vendors who share a common goal of improving the quality and integrity of Medicaid home-based personal and skilled care services. Through its advocacy program, the alliance works with government leaders, stakeholders, and advocacy organizations to promote greater awareness of the role and value of quality Medicaid home-based care and services.
The efforts are paying off. The organization was instrumental in the recent reintroduction of the EMPOWER Care Act, which includes a provision to reauthorize the federal Money Follows the Person (MFP) demonstration program for five years. This program allows individuals to seamlessly transition from an institutional setting back home if they so choose. There are currently 43 states and the District of Columbia participating in the MFP program, which has helped more than 88,000 people transition to home since its inception in 2007.
The goals of the MFP program are to:
- Increase the use of home and community-based services (HCBS) and reduce the use of institutionally-based services
- Eliminate barriers in state law, state Medicaid plans, and state budgets that restrict the use of Medicaid funds to let people get long-term care in the settings of their choice
- Strengthen the ability of Medicaid programs to provide HCBS to people who choose to transition out of institutions
- Put procedures in place to provide quality assurance and improvement of HCBS
The Partnership is leading the charge on the Electronic Visit Verification front through its education and advocacy efforts supporting the open model. The open model allows providers to choose an EVV system that best meets their needs as long as the data can be aggregated to the state vendor. They have also established a Standards Committee to promote standard data exchange protocols between EVV vendors and aggregators, as currently, no such standards exist.
PMHC is chaired by Bayada Home Health Care Chief Government Affairs Officer David Totaro. Two Matrixcare Home Care clients, Caring Home Care (Florida) and Home Assist Health (Arizona), are also prominent members. We are thrilled to join this dynamic group of home care leaders to advocate for Medicaid home-based services With over 6.5 billion dollars expended for these services annually, this is an important seat at the table.
